The Federal Emergency Management Agency         (FEMA) reports that it\u2019s already begun preparations in Puerto         Rico and the US Virgin Islands. <\/span><span>On its current         forecast track, Irma also could impact the Dominican Republic,         Haiti, the British Virgin Islands, Cuba, the Bahamas, Jamaica,         and the Turks and Caicos.<\/span><\/p>\n<p><span>The Hurricane Watch Net (<a href=\"https:\/\/www.hwn.org\/\"><strong>HWN<\/strong><\/a>),         which marks its 52nd anniversary this week, has not yet         activated for Irma, but HWN Manager Bobby Graves, KB5HAV, said         that could happen soon. <\/span><\/p>\n<p><span>\u201cThis morning, we have another monster storm threatening         land and people \u2014 Hurricane Irma,\u201d Graves said today. \u201cOver the         past 48 hours, forecast tracks for Irma have been adjusted         further to the south. As a result, the Hurricane Watch Net has         upgraded its status to Alert Level 3 \u2014 Standby Mode, meaning a         hurricane is forecast to threaten land within the HWN area of         interest within the next 36 hours. \u201d Graves said the HWN could         activate on 14.325 MHz as early as midday on Tuesday.<\/span><\/p>\n<p><span>The National Hurricane Center (<a href=\"http:\/\/www.nhc.noaa.gov\/\"><strong>NHC<\/strong><\/a>)         reported as of 1500 UTC today that a hurricane warning is in         effect for Antigua, Barbuda, Anguilla, Montserrat, Saint Kitts         and Nevis. Saba, Saint Eustatius, Sint Maarten\/Saint Martin, and         Saint Barthelemy. A hurricane watch is in effect for Guadeloupe,         the British and US Virgin Islands, Puerto Rico, Vieques, and         Culebra. A tropical storm watch is in effect for Dominica.<\/span><\/p>\n<p><span>T<\/span><span>he <a href=\"http:\/\/voipwx.net\/\"><strong>VoIP             Hurricane Net<\/strong><\/a> announced tentative plans to         activate for Irma as early as Tuesday evening, continuing for 24         to 36 hours, depending on the storm\u2019s size and track. The net is         looking at possible activations into this coming weekend and         early next week for Irma. <\/span><\/p>\n<p><span>\u201cOur team also is monitoring other developments in the         Atlantic tropics,\u201d VoIP&#160;Hurricane Net Director of Operations Rob         Macedo, KD1CY, said. <\/span><\/p>\n<p>IARU Region 2 Emergency Coordinator Cesar Pio Santos, HR2P, has       compiled a list of emergency frequencies, subject to change, for       use in the Caribbean in anticipation of Hurricane Irma.<\/p>\n<p>Puerto Rico: 3.803, 3.808, 7.188 MHz. Radio amateurs in Puerto       Rico also will cooperate with the HWN on 7.268 and 14.325 MHz.<\/p>\n<p>Cuba: Daylight hours, 7.110 MHz (primary) and 7.120 MHz       (secondary); Provincial Net \u2014 7.045, 7.080 MHz, and on other lower       frequencies as necessary. Nighttime, 3.740 MHz (primary) and 3.720       MHz (secondary) and on other lower frequencies as necessary.<\/p>\n<p>Dominican Republic: 3.873 MHz (primary), 3.815 MHz (secondary),       7.182 MHz (primary), 7.255 MHz (secondary); 14.330 MHz (primary),       21.360 MHz (primary), 28.330 MHz (primary).<\/p>\n<p>Caribbean Emergency and Weather Net (CEWN): 3.815 MHz and 7.162       MHz (when necessary)<\/p>\n<p><span>As of 1500 UTC on September 4, Irma was a Category 3         hurricane, located about 560 miles east of the Leeward Islands,         with maximum sustained winds of 120 MPH. The storm is moving         west-southwest at 14 MPH. The National Hurricane Center said a<\/span><span>         turn toward the west is<\/span><span> expected later today,         followed by a west-northwestward turn late Tuesday. <\/span><\/p>\n<span>On the current forecast track, the center of Irma will move         closer to the Leeward Islands through Tuesday and then be near         the northern Leeward Islands Tuesday night, the NHC said.
